Their first target is Elast-Girl who happily signs up to be part of Batman Incorporated's world police, adamant that she is ready to join a big outfit and return to the A-list.
• However things won't go as swimmingly with their next potential draftee - Animal Man! Buddy refuses to sign on the dotted line as he is philosophically opposed to the bill which he believes takes away his non-costumed rights and freewill to serve humanity as HE sees is right while also sharing his concern that Batman Inc.'s monopolizing of the world's costumed crowd could lead to dangerous consequences. Dick listens, his own doubts deeper sowed by his friend's words, and is willing to go home empty-handed; however let there be no confusion, Catman and Deadshot aren't resigned to take no for an answer, either Animal Man signs or Badmen err rather Batman Inc. take him down!
