Hmm.... since it's ALL of DC we're using.... you could also use Lady Blaze. Who... isn't really a hero. Then again.... arguably Illyria wasn't until she fused with Fred. You'd have to add a new spin to Blaze I guess. BUT she DOES have a human alter-ego in the comics named Angelica Blaze. Maybe something related to Neron? Seriously, Blaze hates Neron more than she hates any hero.

Green Arrow Oliver Queen’s there to put an arrow into any bad guy who tries to lay hands on his better half.

Then you have Ted Grant the Wildcat, heaviest of heavy hitters, Geo-Force Brion Markov, earth bending Markovian Royalty, and Cassie Sandsmark the irrepressible Wonder Girl.
