Yes. Basically none of the new52 Superman stories have to be part of history for the Rebirth Earth, but the New52 Superman and Lois did exist here just long enough to play the roles they had in the origins of Keenan and Lana.
As usual they want to have the cake and eat it too for DC Continuity

But this is technically the new 52 earth so shouldn't the post crisis superman and Lois be the outsider not the actual new 52 Clark and Lois?

I just noticed the preview for next Superman issue has Lois’s narration still refer to Lana as Superwoman. So it looks like she kept her powers from the Steelworks miniseries and we’ll see her in action during House of Brainiac.
She regained them in Steelworks, yes, and the cure for the problem that was negatively affecting everyone's powers there was individually administered. The effects aren't negative for Lana, since all it did was restore her dormant powers instead of supercharging them beyond control, and she probably didn't want to rely on John Henry to protect her, so presumably she didn't take it.

Might be wrong but I think this is the first instance of Lana channelling her power through her eyes, although it's equally just as likely the artist assumed she had the standard Kryptonian powerset and gave her heat vision.
I wonder what Brainiac has in store for her?
