We don't know yet, but it wouldn't be surprising, given that the last two storylines were a one issue team-up with Spider-Boy, whose origin was that he was erased from continuity and recently restored without anyone knowing him, and of course Jessica's own son being given similar treatment in the previous arc, kidnapped and memory of him erased. There's a theme there, it'd make sense if the Assembly are in the same boat as Gerry, except without the villainous brainwashing.
I'm still hoping the reason they called them the Assembly and not New Champions like on the solicits, is because they do plan to relaunch Champions. NYX isn't actually a team, more like five interconnected solo stories, so now she's off the main X-Men teams, Kamala's available to re-establish her team.
The variant cover was on Captain Marvel, not Ms. Marvel: The New Mutant. Plus he has a Hala star as well as the thunderbolt. Definitely Carol's. Kamala didn't receive a cover in that variant set, though Miles did, so it wasn't because she herself is young.
And Lonewolf's right. A Ms. Marvel sidekick would probably be Kid Marvel or something similar. No military rank.

My best guess would be that these New Champions variant covers were an artist-led initiative to design new characters.
The writers could then choose whichever designs they found most interesting to use in their stories.
Momoko took Maystorm with her to Ultimate X-Men.
Foxe is using some of them as members of The Assembly, which is obviously a Hydra programme of some sort.
Either the Assemblers were wholly manufactured by Hydra, or they were human kids transformed into "superheroes".
We'll have to wait and see if any of the other designs pop up anywhere.
I loved Fantasma, the roller derby sailor scout Ghost Rider by Luciano Vecchio. But I don’t imagine she’d fit in with Ben Percy’s Ghost Rider stuff at the moment.
From what I remember when the covers were rolling out, the artists were given rough pitches for character concepts but were otherwise given free rein.
