Obviously the nanobot-ed, techno-organic virus infected Primes are not the exact same as regular mutants, but their DNA has been mutated, and Bastion himself has the 'mutant power' of technopathy, so in this series, they are all still mutants.
Which is honestly a more interesting premise. Even back in season 1 of the OG series, Mastermold was like, mutants ARE humans, so humanity must be protected from itself, and then wanted to remove all the human world leaders brains and replace them with computers. The whole mutant vs. human scheme is a false dichotomy. Bastion is going with the idea of fighting mutants with mutants, just his own, technologically created, thus completely under control of his technopathy, mutants. Just like how all real world dramas are ultimately just one group of people dehumanizing another, just so they can have control.
