The Joker could of started trying to take over Gotham while the Bat's eye was tasked with looking over the entire globe. But where would be the fun in that? So Batman wants to go international, Joker can play that game too. So now we'll find out what happens when Batman has to take on a criminal organisation the size of a country! Joker manages to spike most of the water supply in Japan causing the population to become very susceptible to the very special broadcasts he's prepared for them. Ok Bats, how do you deal with several million people trying to tear each other and the rest of the world apart?
Oracle receives the first draft of the current U.N. proposal for the Deployment and Sustainable Control of Meta-Human Activity? Can Batman enforce this? Should he? And what will he do when he see's the name of the person who wrote this?

“I THINK I SMELL A RAT” Part Two of Two
The Culper Spy Ring have traitor suspects – the undercover Grace Choi and Oscar Palmont, held captive in the museum which they currently occupy whilst they search for an important drive containing files on the Filippovich Organization. As Thunder and Raya race to their location, Nightwing enlists the help of an old enemy who owes him a debt for saving his life in the form of mob boss Samuel Thorne – who has just been released from prison due to corruption in the law enforcement, to keep the Culper Spy Ring occupied allowing the vigilantes to do what they came here for. However, leading members of the Culper Spy Ring are vanishing left right and centre with Thorne being too late to stop them, and all signs point to the Court of Owls, who are rising from their slumber. But the question is, what does the Court of Owls want with the Flippovich Organization? Could there be more to the Russians than previously thought? This may be bad news for Nightwing, who has just discovered the fact that his latest love interest, Marina, may be a member of Court, and lying to him all along.
And now he's just walked into a trap, as the Court employ their secret weapon on the cornered vigilante - Bane! But Bane is just as angry at being pushed into a corner as Nightwing, and Samuel Thorne may not be the first villain that Dick Grayson has to ally himself with if he wants to stop Mariana from exposing the evidence that will threaten to topple the Flippovich Corp, who are a The Court of Owls' last major opposiition before gaining control of the city's old, urbanized areas that could yet play a vital part in its future.
