    To be fair, the Council of Reeds had appeared in Marvel-Two-In-One before (I don't remember the details). In any case, it was not Cates fault, he simply took advantage of something that had already happened.

    And the characterizations are night and day, in Marvel 2-In-One Annual#1 vol 2, the Reeds realized that they have to stop being douchebags:



    And then when they shows up in Cates' Venom run, they're douchebags again:

    It can't even be said they're two different Councils of Reeds, because they both have Reeds with similar costumes, they both even have a Reed wearing a suit (He shows up in a later page from the Marvel 2-in-One annual).

    It's kinda funny that twice another comic said something, only for Cates' Venom run to contradict it, the other being the state of the Ultimate Universe, since Spider-Men II had it being fine, and when Ultimatum showed up in Miles comic, nothing implied it was having any issues, then suddenly Maker ends up there and, something happened lol.

    At the very least, there an year of difference between when Ultimatum returned (Miles Morales Spider-Man#10) and when Maker went back to it (Venom#26 vol 4), so at least you can say its destruction happened between issues.

    Why would they tell maker to go restore his world when it had already been restored (presumably by reed and molecule man). Is there any coordination going on at marvel comics anymore?

    Yeah, it was seen fully restored in Spider-Men II. The Ultimates were back in action, with Ironheart as their newest member. Then Venom acts like we never saw that and the world is in ruins - there must've been another cataclysmic event afterwards. Maybe caused by Ultimatum, the retconned-in original Miles from 616 who went to 1610 at the end of Spider-Men II and later returned in 1610 Miles's solo book having stolen Giant-Man, Iron Man, and Thor's equipment? That implies that the Ultimates were defeated (but obviously not killed - it just took them time to replace their gear so they could fight back).

    Simple explanation: what we saw in Spidermen 2 was not the Ultimate universe, but an alternate universe to it. One where dead characters are back, Ironheart is an Ultimate and May has a boyfriend. Fine enough for us and Ultimatum, but the Maker and the Council accept no substitutes.
