i don't see where this can go as far as a sequel.. oh well.. a darker origin for Harley?
We don't have to see where it can go - allegedly Phillips and Phoenix were already tossing sequel ideas for shits and giggles while making the first one, so it's apparent that on some level they have ideas. If they can see where this can go as a sequel, that's good enough for me. We don't have to see the possibilities, just as long as they can - we can see the results of that.

Phoenix not coming back was on record IIRC. In doing so he declined several millions. Has he changed his opinion? Some time ago there was a rumor about Jim Carey taking over for Phoenix as well. All this back and forth...

Where was it on record? First I'm hearing of it. If anything some of the stuff I've read says he'd be open to it if Phillips has a good idea.

What further development is there for Joker? It would be foolish to not give him a foil. If you don't ... it would just be a variation of the first movie.

Again, they said that a Joker origin movie without Batman was foolish. I'm not against a Joker vs Batman movie, I'm just saying that after the last one Phillips and Phoenix have earned a lot of good will from me, so if they decide not to bring in Batman I'm not going to dismiss it. They've made one of the best films in recent memory, in my opinion, so I'm excited no matter what.

Doesn't need to be Batman ... but I cannot see much of a reason for a sequel without Joker having a foil. Even a shift in perspective practically screams "foil" without spoiling the ambiguity of the first.
It also doesn't sound like Philips is on board ... will that matter?

Story ideas for Joker II
Joker is a boxer with domestic abuse problems.
Joker is a small time hood who gets turned into a witness.
Joker runs a Casino in Vegas.
Joker runs a Wall Street boiler room.
Joker kills Jimmy Hoffa.

I think there'd definitely be some kind of foil, but who knows? Could be Riddler or something.
I think if anything there's been more evidence that Phillips is more on board than not - at least rumor wise. He's mentioned how and Phoenix had spitballed sequel ideas while on set, how he'd like to see what that sort of Batman that take Gotham would produce albeit have someone else directing, etc. There's been some teases from him here, so I think for the right reason (money) and if he had an idea on how to follow it up, he'd probably come back.

IIRC he said something like he wasn't a franchise guy which has been true so far, even Denzel Washington only has the Equalizer movies to himself doesn't he?
But his game has changed now, grossing more than Batman movies and all. Not saying greed is everything since he got an Oscar as well. If he's said he liked working with Phillips and nobody pisses anybody important off along the way, I feel the stage is set.

Basically this yeah. He's not a big blockbuster kind of actor, but he said he really got into character, had fun on set and with Phillips, tossed some sequel ideas around with Phillips before, and there's even a story going around that he made his own Joker 2 fan art during production (mostly as a gag, but hey). It's not a sure thing he'd be willing to come back, but there's more favorable odds than not I think, so long as he thinks the story's good of course.
I've got my fingers crossed that the stars align on this one. I mean, I'll still be happy even if it really turns out to remain the one and done, it's still my favorite film of the past few years. But I'll be ecstatic for a sequel!

Phillips will choose a mix of two of them though in an attempt to make his ripoff not too obvious.

Part of me wants to see another Phoenix-Phillips-Joker movie, but the other part of me is terrified at the thought.
