Morals are off. We are using composite BB who can actually remember his esoteric electron manipulation powers. EOS Mark also.
No BFR allowed. They fight on the moon.

Mark should be capable of blitzing him.
That said I don't know if he can put him down before Bolt starts a-hollering.
How durable is Black Bolt?

He's taken hits from serious Hulk, Gladiator, and Thanos. He should have decent durability.

In that case, Mark hits him a lot and dies once Black Bolt screams at him.

Well... I applaud you for a speedy resolution!
Why would he die from his scream...he’s taken nukes, hits that can destroy cities, lava, and survived a planetary blast?

Black Bolts full power scream is significantly above all of those things.
Mark might take a few seconds of sustained screaming but he can't really stop it from killing him.

Why wouldn’t Mark just tear his head off...sure he’s taken shots from hulk etc that’s not the same as saying he’d beat them
Also when has he shown his scream can tank anything above destroying a planet?

Whispers KO legit Class 100's like Hulk and Gladiator. Both of those guys can survive being on an exploding planet (perhaps not at the epicenter of whatever exploded it).
Barely audible whispers. A suppressed grunt from behind gritted teeth caused volcanic activity on the far side of the planet.
Reed Richards once used his voice to tear open a small hole in space/time.
He should be comfortably beyond planet busting. Probably supernova level?
BB also was mostly responsible for punching a whole through reality into a alternate universe. but that has some stuff surrounding that makes it's iffy to be used as a feat.
Question, while Black Bolt has indeed taken hits from the people mentioned and survived, I have to ask how many hits and what condition is he usually in by that point?
Also, can't Mark just blitz him and then zip away right before Black Bolt screams and then resume the blitz?

This is viable though the match settings raise a couple of questions.
If the fight takes place on the moon but BFR is disallowed, what happens if the moon is destroyed by Black Bolt yelling enough? Technically they've both been R-ed from the BF at that point. Do they just continue fighting space until Black Bolt asphyxiates?

I took for granted that all of Cosmic Marvel could breathe in space. Yikes.
Ideally, I guess it would be an indestructible, perfect replica of Earth's moon to avoid the scenario you mention.

Assuming the Marvel moon so there's an air pocket where Attilan usually resides. Couldn't Mark just pick up Black Bolt and move him to a part of the moon without any air?

This also is a viable strategy.
