He's called Wally West and has a similar personality as Wally West.
He's Wally West.
Also, he started even younger when he was originally introduced in 1959.

You might have had another opinion if you had read this back at the time. After Wally disappeared from everywhere, was stated on page to be nothing but an inferior copy of Barry and all of his friends magically forgot he existed, we got this scene, which pretty much was an attempt of going "Oh, look, Barry "dead parents" Allen is a nice guy after all. He recognizes Wally as Flash!".
Not to mention that at this time, Wally was at least six years (in universe) more experienced than Barry. He was Nightwing to no one's Batman, and knew that pretty well.

The facts are that DC yet again completely screwed over another character in their New 52 revamp B.S. Erasing all of Wally's achievements is only necessary because they decided to bring back Barry and where suddenly faced with the sad fact that Wally had surpassed Barry ten times over. So how to fix that problem? Well let's erase all that history and start over from scratch!
How creative of them.
Lord knows what they have planned for Donna Troy, if they ever decide to bring her back that is.

I understand your pain,especially at the irony of all of this was caused by Geoff Johns, a former writer to both Wally and Barry.

Most characters have re-started from scratch (Superman, Green Arrow, Batgirl, etc.), that's what happens in reboots. There's no way that Wally would have been re-introduced the same way he left.
And Donna is most likely going to be from a different race and probably at the same age as current Wally.
