I don't think he needed that much of an overhaul. His issue is a lack of opportunity and focus.
I don't think Azzarello as he is now is a good fit for Superhero comics. I think that would make him a good choice for Suicide Squad, but not writing Harley.
Wally was in a situation he has never been in before, and personally speaking Flash B wasn't cutting it. They need to try something different.

They haven't really done much of anything with him as Flash B.
Sticking him on the Suicide Squad is like sticking him on Titans but with even less of a guarantee he'll be handled well, and probably take him even farther way from the DCU.
Given how Azzarello is Wally would be put in a situation that is just a ton more suffering and gritty. So it would be HiC Wally on steroids.

Based on rumor and implications within HiC, Wally is most likely the killer. Alternatively, he's going to be framed for the murders. This will lead to him winding up on Suicide Squad.

Cause there isn’t much to do with a Flash B when they have a Flash A.
Like I said it’s not the route I would have gone, and it is gonna take a good execution to sell, but I do think something needed to be done.

Except this does nothing to help the situation. Trading one irrelevant team book for another doesn't justify making him a killer and drastically changing his character for the foreseeable future.

One of the biggest problems caused by reviving, Barry. Not enough room for both guys to be The Flash. In my own fantasy world, both guys would be retired or deceased with, Bart as main Flash to keep the cycle going.

It turns him into a different kind of Flash, that they can tell different kinds of stories with. Ones that they can’t, or at least wouldn’t, tell with Flash A.
And personally I think SS by Azzerallo will be far more relevant and impactful than Titans by Abnett.
