1) All Batman/ B Legacy villains fight it out. H2H only.
2) All Batman/ B Legacy villains fight it out. Standard Gear. No Prep. Gotham City setting confined to a 2 block radius.
3)All Batman/ B Legacy villains fight it out. They are each given 2 weeks of prep. All of Gotham City is their playground.

The above includes Post-Crisis, New 52, and Cartoon versions. Batman beyond and Batman Brave and the Bold excluded.

By Bat Legacy I mean any villains who have ever shown up in the Bat-Line books. edit: This is excluding characters who are generally considered rogues of other heroes.
