It's probably a bit of both really.
A good company provides the supply to meet the demand of its customers. Fans demand more Batman, so DC gives us more Batman. In this way, its the fans and not DC who are to blame for all the Bat content; DC wouldn't make it if we weren't buying it.
But at the same time, DC has leaned into that demand to the detriment of their other IP's, which has lowered the demand for those characters. Hard to get a casual into someone like Superman when Snyder's allowed to have Bats defeat Clark by literally spitting on him. So in this way, it's DC's fault because they've abused their other characters to prop up the guy who's already in the #1 spot, so of course demand has gone down.

They even had digital-first[SIZE=1] (and print versions later) [/SIZE]for some TV shows like [B][I]Arrow[/I][/B] and [B][I]Flash[/I][/B] in the past, with those books taking place within the settings for the TV shows.
I don't know how well those books did, nor do I know if the [B][I]Arrow[/I][/B] and [B][I]Flash[/I][/B]TV shows ever really helped increase the sales numbers of the regular [B][I]Green Arrow[/I][/B] or [B][I]The Flash[/I][/B] comic books.

Selling the rights to other IP's would be dumb move. Revenue from comics is nothing compared to the money they can still bring in in other mediums.
DC might be Batman heavy in the comics dept but they are pushing other characters in outside media. Zatana has a show coming up as does GL and various other character's & teams.
DC is only Bat heavy in the comics. Characters that don't do as well in the comics dept are been pushed in other depts.

Except the problem is the CW who owns and create the DC shows will only give credits more to their orginal creation. (Felicity's characteristic and relationship), Legend of tommorow keep creating their own characters and the show doesn't feel like DC show anymore while "The Flash" seemed to not give credits to the speedsters and more about the "Team Flash". Besides, the only show that stay true to the source material so far is the "Black Lightning" which will be end in this season.
Sometimes, the shows and movies will change a lot of source that it become "alienate" the target readership "[B] Ginger Representation[/B]".

I hear you on CW. Not a huge fan of most of their shows thus far. I'm hopeful that with HBO and the need for content that can compete with other streaming services things will improve drastically. Quality and more Content.
The Naomi project is looking good so far. WB's dash to be more diverse is also another reason that gives me hope that lesser known DC characters/concepts might yet get their time in the spotlight.
AT&T is a digital company not a publishing company, they didn't acquire dc to print comics. They need content for their streaming service and DC is a goldmine.
