Okay, I know this is in service to the Gwenverse concept, but it was established that her universe had its own version of Captain American; Samantha Wilson.

Which means this Gwen must've replaced her after she got time displaced (she wasn't frozen like Steve in 616, she just got lost and emerged in the present day). She's the equivalent of the Patriot or Spirit of 76, heroes that replaced and pretended to be Steve as the Commie Smasher Captain America after the war, except that it's obvious this isn't the same Cap.
Incidentally, that costume does NOT look like something from 1954.

Funny enough, the whole "Gwenpool" concept started as a cosplayer from "the real world" whose name happened to be Gwen Poole, and who somehow warped herself into the 616/"Prime" Marvel Universe, so there is that.

Gwenpool was a comic book reader, but not a cosplayer. She only got her costume after arriving in 616. The backstory established in Unbelievable Gwenpool may well be fake though, as Kamala Khan suggested in Gwenpool Strikes Back that she was a reality warping mutant, and sure enough, she was able to access a Krakoan Gate.
