Jessica Cruz.

I'm not completely sure, but there's only a handful I can even think of at the top of my head. Jessica Cruz as one of the more recent Green Lanterns has definitely started to be embraced by media outside of comics. Which is a decent indicator of significance in my opinion.
I'll agree with the general consensus for Jessica Cruz, as she's the only one made in that time I know of to show up in DC's animated projects.
Jessica is the only one I can think of, the only other prominent new character is Jaime and Damian but theyre a little bit older.
We might might also wanna include NuWally but that's mostly due to controversy.

I’d like to say Duke but his impact has been mostly limited to the bat books, so in terms of impact I would say grail.

Jessica Cruz easily. I was going to say Damian Wanye and Jaime Reyes but they're older than 10 years. Those 3 would probably be the most prominent characters DC has introduced in the last 15 years.
Jessica Cruz I would say just because of the different things she's been in. Caitlin Snow's version of Killer Frost, is probably up there as well just because of the Flash TV series. The new Shazam kids might be included in this as well after the movie comes out.

The answer is Jamie Reyes Blue Beetle(2006) which yes is 13 years(???) not 10 years but nobody else really fits the criteria. I guess Jessica Cruz is obvious answer with Signal and Jon Kent probably next in line.

I’d also say Jessica Cruz. She’s a Latina superhero hero which is something that the industry really lacks and she has to overcome mental health issues. Even if you’re not Latina, that’s something that is very relatable to a lot of people. I’m very much looking forward to in the upcoming Justice League vs The Fatal Five is Jessica helping Starboy through his mental health issues.
