Not that fast. A Karas would still be way too quick for the humans to perceive. But it would work on say, MCU Spidey and maybe to an extent Quicksilver(who would still be too fast to deal with by the father)
It's like... The time slow equivalent of a Diet coke speedster level speed? Mach 1 or 2 speedster maybe? Thousands of times slower than someone like Fox Quicksilver. Even the narrative - months outside his bubble, years inside of it - that's a 12x dilation. Not that special.
