I think they wanted to include Irene without making the fans go wild about her being alive. Think about it: Irene just had to be there somehow or this cover wouldn't be complete. :)

I think the cape kills the costume. While the cape is nice the costume itself already has a lot of detail in it and they kind of just overpower each other. The mask isn't really necessary either since most people in the Marvel Universe know the X-characters and their identities.
I also never understood costumes without shoes unless they have a feral or beastly mutation/powers...

It takes a hell of a lot longer then just a couple thousand years for your genetics to change enough to really look that distinct. Plus the entire point of the X gene mutation is that it can literally Express itself in a number of different ways from physical appearance to just straight-up having superpowers.

Tbf only those on the Arrako Council are "uberpowerful" the rest are just run of the mill mutants who come from a battle hardened culture.
