Originally I think it was supposed to be a visual effect, just to give you the sense of an after image. Something going really fast. And since Barry Allen's original suit had a lightning motif it lent to a cool lightning like after image.
I think Wally was the first with consistent lightning powers.
Possibly when the Speed Force was introduced?
The lightning would appear pretty regularly during the Wally West Flash series.
ONLY when he was moving at speed though. 'Ringo used the effect quite a bit, as did Oscar Jimenez.
It just became the norm after that.

It was already part of the long established visual language for portraying Flash, as you can see the difference in that Superman generates none.

I loved that story, but I wish it had been Wally's lightning bolt, rather than Barry's that Barry transformed into.

You could extrapolate an infinite concentric loop spinning out of Crisis, into the past (hitting both Barry and Wally) and into future.
