Riddler would be a good pick. I'd say Harley, but we're kind of getting that sort of. Honestly though, #1 pick from the Bat-verse? Ra's al Ghul.
I was pleasantly surprised by the movie. It wasn't the best comic Joker film (except by maybe default), but it was just a good well crafted movie. Todd Phillips even deserves credit for interweaving Scorcese and clown/classic comedy/Joker elements, he kept the movie on the tracks.
I don't think this movie would have worked without Joaquin Phoenix. And I don't think films that attempt to this ape this will work so easily either.
And I'm not sure I want so many comic films that have to run from the comics to be a good film.
Neither extreme is ideal: empty disposable MCU/DCEU films vs. "comic book movies" that just very superficially use comic elements and names.

I still want a good Catwoman movie. I think something along the tone of Selina Kyle in the Gotham TV series would work for me. A homeless kid trying to survive on the streets, learning to fight and steal.
Joker strived for realism and I think we could have a realistic Catwoman too.

Ra's al Ghul would be a good pick over Riddler. Riddler is a good villain, however he never escaped Joker's shadow.

I really enjoyed Joker: the film itself, Phoenix's performance, the music and cinematography were the standouts. Amazing box office performance, clearly struck the paying audience. Glad the film wasn't a disappointment after getting hyped on the posters and trailers. The first trailer was one of the best I've seen.

P.S. About Joker I can say only two things: it is the best movie I ever seen and it deserve the Academy Awards for the best director, for the best Actor and for the best picture.

The film just hit a billion worldwide and again this is without China box office money.
It won’t make more money than Mel Gibson’s guilt-tripping torture porn.
