I like the classic Bronze Age jumpsuit, but I'd want it to actually be indestructible armor while looking like normal cloth.
I just never like that Lex's head always looks so exposed and unprotected.
So what style of hat would best complement that classic jumpsuit?
Bowler? Porkpie? Top hat? Abe Lincoln stovepipe? Something wholly original?

The only reason his head was not covered was ego. He wanted everyone to know it's Lex that they are dealing with. As for protection, remember Lex had forcefields. Ones that were equal to Brainiac's.

Being bald is just such a key visual.
I had no idea Luthor had a suit of armor. I think his focus should be on the “mastermind” portion. I don’t like the character ever physically engaging Superman.
The interesting thing about the "brain vs brawn" situation is that a battle of wits, to Lex, is a concession of Superman's mental challenge. Luthor's arrogance blinds him to the fact that Superman is just as clever or that brawn is a suitable competition for his brain. So he feels as though physically besting Superman is a satisfying and legit conquest.

Plus we so rarely get to see the mad scientist side of Lex since Lexcorp. The mech suits remind us that Lex is brilliant in his own right.

Question: With Luthor being on the wrong side of the law for most of his career. What kind of base of operations/safe house should Luthor use?
Lexcorp warehouse
Underground bunker - Frequent in comics and Superman The Movie
Mobile or Stationary safe house - Train cars, panic rooms, tractor trailers
If Superman was dead intent on finding Luthor. Is there any place safe Luthor can hide for long?

Go big or go home.
Lex's lair should be as inaccessible to Clark as Clark's Fortress is to Lex.
Granted, it's tough to beat the L- shaped LexCorp Tower itself, but during those times when Lex can't have civilians in the building with him, some place he can teleport to would be nice.

I forgot to mention the Legion of Doom head quarters in Slaughter Swamp. Darth Vader inspired architecture.

In the Reeve movie Lex was living in the sewer.

That's one way to look at it. Luthor's in STM was repurposed from rooms underneath Grand Central Station in NYC. Like the TMNT's lair in abandoned train stations.

I always thought he should have secret lairs in other dimensions

This is the correct answer.
Lex (and his writers) need to learn from his spiritual descendant Rick Sanchez (from the amazing RICK AND MORTY cartoon). Dimension-hopping should be something Lex has mastered.

Or his sinister genius counterpart over at Marvel. Doctor Doom has parallel dimension hideouts.
Going back one page, I've given it some thought and I'm kicking around the idea of Lex having an "X" visor helmet, like Cyclops during Marvel Now/Bendis' run. An X for LEX, instead of a "T".

Favorite Luthor covers (regardless of story content)?
Superman (volume 1) #363 has a stunner of a Lex Luthor cover:
