I assume as much (and that she makes it herself).
Nearly every time we have seen Batman with body armor it's been either implied or stated outright to be Waynetech stuff or stuff you had to be rich to get your hands on.
It also looks like the Batgirl suit from Batman 66 although less form fitting. Which makes sense if the Batgirl suit is supposed to give even a basic level of protection.
How is Batgirl supposed to get that kind of gear starting out? Most versions of the Barbara Gordon character have her start out independently of Batman.

It usually takes the CW 3 seasons to get anything near this level of quality. The Supergirl and Superman suits being notable exceptions.

I assume Bruce will eventually give her a better suit.
Although the original origin of the Batgirl suit was it was basically just something she put together for a costume party, just more spandex than leather.
