It has seemed simple to me from the start, the cancellation of Batgirl had little to do with its quality and everything to do with when it was produced. It's placed perfectly in the window of opportunity for them to write it off so they did, pure and simple. They crunched the numbers and saw that a mid-tier film like Batgirl would take a while to recoup the production budget(if ever), but if they simply wrote it off they'd get it immediately, and they are in the hole with this merger so immediate cash was what they needed.
There's no real care about quality, if the film hadn't been produced during the window where it could be considered a write off it likely would have gone forward but time wasn't kind so it got the ax.

Thats just wrong. Outside of one source in deadline every other inside source says the movie was just garbage and looked cheap. Even after reshoots it was still very bad if not worse. WB knew they had another Catwoman on their hands and lucked out being able to use the tax loophole to bury this dumpster fire out in the back yard.
The new guy does not want to release more crap that will further hurt the brand. Why do you think one of the first things he did was cancel that moronic Wonder Twins movie.

The test screenings were actually pretty good same as black Adam.

Nope, like the scooby doo special this was just a victim of needing quick cash. Do I think it was going to do awesome? Hell no, but that really wasn't the concern; it was always just about the money.
