I voted for everything but larger than life. My favorite Bat baddie is the Penguin, so he clicks the first 3 boxes in a story alone
Pure detective story in which Batman solves a mystery (Penguin when written correctly is an eccentric criminal mastermind, we know he did x, but Batman has to find a way to solve and prove Oswald did x)
Batman taking on 'ordinary' street crime or the Mob (While eccentric, Penguin is known as criminal who has mob connections, hell his first appearance had him take control of a gang when they underestimated him)
Clash between Batman and an iconic Rogue's Gallery member (Penguin is practically #2)
What are your favorite Penguin stories? Betting you loved Ostrander's Penguin Triumphant.

I chose options 1,2, & 5. Although, if I could only choose one option, it would be the “pure detective stories” one. He’s supposed to be the world’s greatest detective, after all... unless that has changed somewhere along the line. :/ I find those the most enjoyable anyway.

But unfortunately, he's frequently been written as more of a clueless moron who's three steps behind for way too long.

lol Oh that’s sadly so true. :(
Oh man, I would love a good detective story where someone else isn’t figuring out the case for him or providing him the vital clue he just so happens to be missing.

Triumphant is one of my favs, it's where Bruce straight up says that Oswald is smarter than he is. Pain and Prejudice is amazing as well. There was this one story that I can't put my finger on where Penguin grew bored of the Iceberg Lounge and wanted to pull off a classic crime one last time...

That sounds like The Penguin Returns by Doug Moench.
My fave Penguin stories are probably The Penguin Affair (where he gains control of birds to attack the city) and the Joker's Asylum issue.

The thing about Detective stories is that they require effort and creative thinking. Why do that when it's easier to just have the Joker go on yet another killing spree for the umpteenth time.
What we have in DC are horror or romance writers instead of mystery writers.
I'd argue that we currently lack writers, period. What we have is superhero fans taking turns playing with the action figures.

Anybody remember when we last had an " 'ordinary' street crime or the Mob " Batman story in either the main Batman book or his feature in Detective Comics?
And who was the writer?

The best Batman/superhero movie centers around that type of storyline and the upcoming film seems to be a combo of it and detective story. It's the most cinematic type of story but not always easy to be interesting in the comics
