Aside from the fact that God gave him power in a limited geographical area, did he say Bruce Almighty couldn't just kill people with his powers? I thought there were some limiters on it, but I don't remember what.
He said he couldn't tell people he was God and that he couldn't affect free will.
Nothing about offing people.
If if there were some "no kill" rule (I dont think there was), I dont see how he could possibly lose this. He could trap the dude in all sorts of nastiness. This is a guy who can create stars in the sky with a finger poke after all.

Actually, no, the powers weren't over a limited area: his area of responsibility for prayers was over a limited area. His powers were such that he moved the moon with an imaginary rope.
