I suspect Joker sometimes figures he's the biggest joke of all, and that inspires some of his biggest schemes, but that's just me.

I think he's fine if he does it to himself, not when he has an upstart Batman making a joke out of him.

Yeah my take is that he can’t stand it if other people make fun of him or mock him.
He's not even a big fan of Harley or the henchthugs telling a Joke that ISN"T about him. After all "I make the jokes around here..."
His style of self-deprecating humor is "Hey I'm nuts but I don't just trust a guy with a bandaged head" or "What's your greatest fear? Not saving the Commissioner in time? Me, in a thong?" so he's self-aware and can make fun of himself if the punchline is done at the expense of others.
