Yeah, whether Bullseye targets Joker or not depends on who pays him to do it or if Joker buys his services first.

For all of the talk about not taking much of a critical look, the whole "Joker Will Essentially Have A Free Pass In Marvel's New York..." is not a particularly critical look at how things would most likely unfold.
Nobody has said that Joker is going to became king of New York. He's going to eventually draw too much heat and get taken down. But the level of people that you're insisting will take him down is laughable when you actually look at his accomplishments. What is especially silly is that for all people who keep saying "it just takes one bullet from someone who wants to kill him," they are suggesting.this will be done by people who can also be killed by bullets.
One fun Joker thing for people on Punisher's tier is his penchant for leaving clues leading to a fake safehouse that's rigged to explode.

Which are all accomplishments that we know happened in a city where he is one of(if not the...) foundational bricks.
The idea that we can make an "Apple..."/"Apple..." comparison to a whole other city in a whole other continuity where the power structures are pretty well written into cement that has long since dried?
It just doesn't make a whole lot of sense.
The Joker we know did not go up against an existing power structure getting to where he is.
Didn't Joker basically own the Legion of Doom and Lex JUST to show that he could and to prove a point?
Granted, Marvel New York has a LOT of superheroes, but I don't think Joker is getting quite the level of credit he deserves. I mean, plot armor or not, he routinely gives someone considered the world's greatest detective a challenge.
