Geese's presentation and threat level is more consistent. He's at the top of the food chain in Southtown, but Mike, badass as he is, undergoes significantly more risk when he picks up the pipe and hits the streets. There's also the fact that Geese is a crime lord businessman and Haggar is relatively blue-collar individual whose popularity with the people varies.
I suppose a point of comparison to make would be, Haggar's main enemy Belger was ended when he was tossed off a building. For Geese, this is a thing that happens every few years to various levels of efficacy, but except for one time - the leadin to Mark of the Wolves - he keeps coming back.
