There was a casting call for the character back when they casting for the movie, but some changes were made ever since, so no one knows if Eros ended up making the cut. It's possible he is in the movie, but they're making it a secret for some reason (maybe because his connection to Thanos could end up being a plot twist in the movie or something). Or maybe he was just scrapped.
I wish people would stop call them "date rape" powers. Sure, the power has the potential to be misused--but that's not who the character is. That's like assuming that characters like Vision and Ant-Man are all spying on naked women changing or in the shower (or that Invisible Woman, Kitty Pryde, etc, are doing the same thing to naked men), because their powers have the potential for it. Or that Charles Xavier, Jean Grey, Rachel, Betsy, Dr. Druid, etc, are all mind controlling all of their lovers into bed. Starfox is a hero. He's an Avenger. Why on Earth do people automatically assume that he must be a sleazeball rapist just because his powers can be used that way? To me, that says more about the person making those comments than it does about the character.
Eros doesn't need to use his powers to seduce people. He's got his looks and natural charm (and, by now, his reputation). Tony Stark, Johnny Storm and various other characters are the same way -- if Eros' powers were transferred to them, would everyone automatically start assuming they were abusing it too? We've had a couple of different comics now where its been established that Eros does not and would not use his powers that way. That on the occasion where his powers were used that way was the result of brain damage from a Thanos clone tampering with his mind, which affected both his personality and his ability to control his powers. When Eros found out what happened, he was horrified at the notion, and agreed to surgery that was supposed to remove his powers to prevent the possibility of such a thing happening again. He's not a rapist.
I think using him in the MCU might actually be a GOOD thing -- if they can show Eros as a playboy type character (as Tony Stark was in the first IRON MAN movie; Star-Lord in the first GOTG,; the Chris Evans Human Torch, etc) without any implication of him misusing his powers maybe that would rub off on people's perception of 616 Starfox and get people to stop the inaccurate accusations and insinuations.
I agree. There is a bunch of powersets that could lead to problematic behaviors; we do have a history of characters using telepathy to push people into non-consensual situations. That doesn't mean every telepath should be banned from appearing in the movies (can you imagine the X-Men without telepaths?). I think the biggest problem with Starfox was that She-Hulk story that painted him as a rapist. Like you said, everything was eventually explained in the story and we know he wasn't using his powers willingly, but the damage to his reputation was already done. I see many people who think the character is creepy and ''rapey'' because of that story. Nervermind the fact that Moondragon deliberately raped someone using her telepathy at one point, and she gets to be a hero today with barely anyone questioning her morals (and I say this as someone who likes modern Moondragon).

Agreed about tired of hearing his powers being called "date rape."
After all - do we say that Rogue date raped Carol? When she touched her and stole her powers AND memories?
Do we call Charles Xavier date rapey for wiping out everyone's memory of the "Deadly Genesis" X-Men? (Among probably other things)
Oh, and let's not forget - Gambit used to have that same power of "swaying charm" over people who heard his voice for awhile, before that was apparently forgotten.
Oh, how about White Queen. Remember that time she swapped bodies with Storm; then thought her White Queen body died in a fiery crash so she (eluded) to sleeping with Shaw in STORM's body? Is White Queen - or Shaw - a rapist?
I am sure the list goes on.
Yes, one - ONE - of his powers is "stimulating the pleasure" center of someone. But how is that different than an anti-depressant being taken? Or medicating someone?
He is, after all, named after the Greek God known for that very thing - Eros was the Greek god of love, or more precisely, passionate and physical desire.

Captain America, the Scarlet Witch and Starfox manage to keep them busy until they are dispatched by Hercules.
Back at Avengers Mansion, meanwhile, former member Dane Whitman aka Black Knight arrives unexpectedly
and is taken captive by security devices to become the sole witness to the Vision's machinations.

The problem with the "date rape" powers, more than comics books (which the big public basically ignores all about) is that we already had a character with those powers in the MCU: Killgrave, from Jessica Jones season 1. He has the power to make people do anything just by telling them, and yes, he used it for rape (both metaphorical rape and actual rape... it's not exactly a family-friendly series). If the rumor gets out that they want to have a heroic killgrave, it will be a scandal for the ages.

Except that there is no similarity between Starfox and Killgrave at all, either in terms of powers or personality. Killgrave's powers are mind control. Starfox cannot control minds -- at most he can influence people by stimulating their pleasure centers.
It would be far more accurate to call Charles Xavier or Jean Grey a "heroic Killgrave" and they've already made movies with both of them.

Exactly.
Eros' powers can influence a person's behavior, but he can't control it.
The 'problem', such as it is, IMO, is that Eros is also a character who clearly enjoys romantic/sexual relations. Thus, his character is a victim of rare sexism against men, in that assuming because he can date rape someone, that he automatically would.
Boys will be boys, the excuse that is thrown around in defense for @$$hole men, and is the implicit idea at play when people say that Starfox is a rapist.
Because he can, he would. Because men can't help themselves.
Characters with basic contradictions are rarer and rare these days, but I hate that we've gotten to the point of 'male, likes sex and mental abilities' and 'not a rapist' is a hard thing to grasp.

Eh, I like Starfox okay, but I can see why he wouldn't make it into the MCU.
Eternals itself is a gamble, and he was never part of the earthbound ones. More than that, his clashes with his brother were never that dynamic and Thanos is dead, so...

"Absolute Vision"
Returning to their headquarters, the Avengers search for the Vision,
while the West Coast team sends Wonder Man underwater to enter the mansion through the submarine pen.
The Vision confronts each of his teammates in a different holographic form:
the Scarlet Witch, as a human version of himself; Captain America, in his normal aspect;
Wonder Man, in casual attire; Starfox, as a floating head; and Hercules and the Black Knight, as a costumed warrior.
He explains to them how a control crystal implanted in his brain upon his creation by Ultron
has always governed his memory and emotions, but has also allowed outside forces to take control of him.
His recent link with ISAAC expanded his mental capacity,
allowing him to mimic Starfox's power to stimulate the brain's pleasure centers
and thus convince the Wasp to step down as chairman and the government to
approve the team's expansion, all in furtherance of his plan for world control.
His teammates, however, each present reasoned arguments that make his plan unworkable,

and the android regretfully abandons his scheme.
Locating him in the mansion's sub-basement lab,

they manage to restore his mind to his body,
whereupon the Vision rips the control crystal from his brain,
then prepares to deal with the repercussions of his actions.
