Black Widow vs. Silver Sable. Screw team-work.
I'd actually like to see Silver Sable take the role of Black Widow in an Avengers-esque team of characters from parts of Marvel Earth that maybe don't get represented well in the traditional Avengers teams.

They did that already. Black Widow and Sable would work well together in stories that are tied to current events on the geopolitical scale. The only other reason to why Black Widow and Silver Sable would get along(despite their differences) is due to their respect and admiration for Spider-Man. This is partially why The Black Widow and Silver Sable have used some of Spider-Man's example of "with great power comes great responsibility".

I like the idea of Eastern-Hemisphere Avengers team, but how about a International team with various countries being represented

I had actually thought about drafting the Excalibur team name into a version of international Avengers.
