Nope. It, as many things Image does, fell apart after massive delays. Allegedly, Todd McFarlane is the main reason it died.
I had never heard about this. Just googled it and it seemed like a cool idea, a pity it went unfinished.

Since Liefeld no longer has the rights to Youngblood, I don't see this mini being finished.
I heard Andrew Rev no longer owns the rights to any of the Extreme Studios’ characters, so I wonder if Rob will get them back or not.

Can I ask where you read that? Not that it surprises me, I'm sure it will happen eventually, I just haven't heard it mentioned anywhere else.

Yeah. Youngblood is now owned by a company called Terrific Productions. There was talk the past two years of reviving the brand, but that’s been like some controversy on its own, from what I’ve read.
Image United is probably forever buried.
