I voted Zatanna (Dr. Fate would have been my second choice) :).
Had it been just villains - Circe.

This is actually pretty hard for me, because the magical world of DC is so vast, and there’s so many great stories involving them. Especially with how great DC has fleshed them out.
This is tough, as most of the characters I like of DC's are magic users.
Dr. Fate and Zatanna are close, but I think I'll give it to Fate for now.
Oh, and Kent version.
My top five:
1.) Zatanna(got my vote)
2.) Dr. Fate(Kent Nelson)
3.) Spectre(Jim Corrigan)
4.) John Constantine
5.) Sargon the Sorcerer(John Sargon)

Sargon was so close to making the poll, but Blackbriar just barely beat him out.
Zatanna and John Constantine.
I'm reading the Books of Magic reboot so Tim hunter is growing on me. I mean he has a literal magic screwdriver.
Amethyst, but if you don't want to count her, since she isn't really a sorceress...
Felix Faust.
After him, Zatanna.
But I'm mostly of the idea that magic users in US comics mostly suck because the writers can't be bothered to world build good enough magic systems, so their powers are ill-defined and all over the place. For example, look up something like Robert Jordan's "The One Power" from the Wheel of Time fantasy novel series to see a much better system that is actually thought out and has rules and such.
I can't pick one, but the one's I've enjoyed reading about most are Arion, Dr. Fate (Kent) and Etrigan/Jason Blood. The White Witch and Enchantress/June Moon are my favorite magician ladies.
Not on the list, Sargon the Sorcerer is also a favorite, as is Dr. Mist/Nommo.
I'm going with Kent Nelson. But I will throw an honorable mention to Black Alice. Both characters manage to keep a foot in both the magic and superhero worlds and somehow fit in either and both.
My favorite is Zatanna.
But I also really like
1. Dr fate-Kent Nelson
2. The Spectre
3. The Demon
Also he's not on the list but the Phantom Stranger is pretty awesome as well.
That's a toughie, because I loves me some Zatanna, but Dr. Fate (Nelson) is The OG of comic sorcerers. His original, Lovecraftian stories were awesome.

Ugh. I’m kicking myself for not having the Phantom Stranger on the poll.
Bloodwynd, Lucius Reynolds, and Etrigan are my top 3 followed by John Constantine and the Spectre
1.) Constantine
2.) Zatanna
3.) Dr. Fate (Hector Hall remains my favorite, despite his short tenure).
