The Hood. Lots and lots of potential there, but Bendis made him a “big bad” before he deserved to become one.
He’s a villain who can hold his own title and be the protagonist...seeing him rise through the ranks etc would be fascinating for me to see.
Rich Rider Nova.
He told off the head of the post-Civil War Initiative, Tony Stark, the most powerful man on Earth at the time. That makes Nova more powerful than that. At the time, Nova Prime, (because of his containing the entirety of the Nova Corp in his body and being directed by Artificial intelligence of the Nova Force) had authority over the whole universe - all races were subject to any of Nova’s directives. It’s nice being President.
Ant-Man/Giant-man because they could shrink or grow anyone or any object, so they could theoretically beat anyone just by shrinking them and putting them in a little cage or grow them so big their bones couldn't hold the weight.
Purple Man because he can control anyone's mind. I haven't read any comics that said there is a limit on who he can control.

Crystal. They used her properly when she was on the Avengers in the 90's and on the FF, but that's almost 30 years ago.

I only know Anya's artwork was from Mark Brooks.
As for the U-Foes' artwork, it looks like someone will have to ask a moderator for help on this one.
underrated villains -
klaw - essentally with powers like a green lantern but got chumped regularly by lesser foes.
absorbing man - his powers are extremely vesatile but sadly lacked the brains to fully utilise them
hydro man/sandman - these elementals -sand and water awesome powers but like creel, doesn't have the brainpower - we saw in wc avengers an alternate reality where hydro man were given some smarts by loki and he easily defeated wonder man in seconds
the original sinister syndicate - a well balanced team - beetle , boomerang , speed demon, hydro-man and rhino , that team should do well but ....

Back during Secret Invasion, since the original Super-Skrull had the powers of the Fantastic Four, empowered by cosmic rays, I was expecting a Super-Skrull with the powers of these four, since they also were kind of Fantastic Four-like.
"Yeah, that Super-Skrull just flew high into the air and then turned into a multi-ton mass of metal and vectored down at five times terminal velocity into the heart of the city and exploded into radioactive gas and metal shrapnel, going off like a nuke.." "Now he's reforming and getting ready to do it again!"
