Stan Lee, Dan Slott and Roger Stern immediately spring to mind.
Here's a weird one, I never consider Bendis as a Spider-man writer despite reading all of USM, enjoying most of it and loving Miles. I have this blind spot that if someone says Bendis' Spider-man I think Avengers and not great, despite his excellent work with the character(s) in the Ultimate Universe.
Brought this to the Spider-Man section having read the one in Batman by LastSonOfShaolin.
Mine:
1. Stan Lee. Only choice for my #1. Classic Spider-Man, nothing better.
2. Brian Michael Bendis solely for Ultimate Spider-Man. Couldn't warm to his 616 Spidey.
3. Joseph Michael Straczynski. Surprised I've included him as he wrote the two worst Spider-Man stories ever in One More Days and Sins Past but I can't look past Coming Home, The Conversation and Doomed Affairs.
You?
For me the question depends on the context: If I am thinking positive writers:,I am going: 1: Ditko. 2: Stern: 3: Conway. Negative writers : 1: Slott. 2: Wolfman. 3: JMS.
Roger Stern
J.M. DeMatteis
David Michelinie
Even though I’ve never read anything Spider-Man related by him, except a few strips in the Sunday Comics, Stan Lee.

I liked PAD but people either don't think of him or think his SM is terrible? Granted he isn't of the first writers that come to mind.
I would go with these three, Lee, Stern and Michelinie. When I finally got my hands on the full run of ASM, those writers made me realize how much I enjoy Peter Parker’s adventures. By the by, this is the first time in half a decade that I wrote a response to a post. Cheers, I suppose!
1. Stan Lee.
2. Steve Ditko(Yes, he also came up with some of Spider-Mans stories including the one that the Last Chapter was a part of).
3. David Michelinie.
I’m surprised I never listed my 3 the first time.
1. Lee
2. Busiek
3. DeFalco
1. Lee
2. Conway
3. DeMatteis
