Weirdly enough, Jack does not matter in this match.
I feel like post timeskip Zoro might take it? The speed breakdown is very difficult to suss out.
you know it's funny. years ago, zoro wasn't good enough to face jack. now he's well beyond them.
it comes down to zoro and jack. well...the cyborg jack.
both are hella fast and hella strong. zoro's edge is that he has ranged attacks while jack has none.
so it comes down to speed.

I remember doing a breakdown about this, used a video that sped up everything during blade mode. I forget the details, but based on Sam casually deflecting bullets from a mounted machine gun from close range, and Raidens own casual deflection of all forms of fire arms put them up in high end bullet timing as a norm. Blade mode makes Raidens so fast(especially when he takes his "Jack the Ripper" persona)that the high end bullet timer Sam is rendered to be little more than a snail as Raide easily walks around bullets. I think I worked it out as being somewhere in the double digit mach range, but his range of movement and agility is severely hampered as he can't really move around much outside of swinging his sword and power walking at high speed.
I think I've read on here that Zoro is in the hundreds of mach speed?
