Historically, the times that mutants have collaborated with the government and the police have ended badly. Remember when San Francisco almost stabbed Utopia in the back in Fear Itself?
It's a government, not everyone's going to be on the same page. O*N*E was the same, some had good intentions like Valerie Cooper while others were monsters. The police haven't all been bad with the X-men, either - the 05 began with an FBI agent Xavier trusted and other good exmaples through this thread. Utopia itself has done this, remember when they teamed up with HYDRA? They're lucky that's been swept under the rug otherwise that'd be bought up more than once these days not to trust the X-men. Especially when they have Gorgon on their payroll.
And you just have to see how the police react to seeing a mutant, they point their guns first and ask questions later.
You're not completely wrong, but it's not like real life - some mutants aren't worth not being anxious about, like the super-villains who boil your brains with a thought and tank missiles like nothing. The ramping up of tensions the last few years has exaggerated this tremendously so everyone has more reason to be on edge. This is not by accident, Marvel knows readers want to see the X-men clinging to the edges of society rather than assimilating. More story potential for conflict and everyone sure sounds more emotionally invested these days.
So, it is justified that mutants have no interest in collaborating or trusting them.
Except when they do.
-
Ok, we can count a couple of NOT rotten apples at O*N*E and FBI, how reassuring.
If you think the X-Men stories have exaggerated police violence, you haven't seen the news lately.

Just like we can count on the good mutants stopping the bad mutants. That is when they're not getting into bed with HYDRA.
If you think the X-Men stories have exaggerated police violence, you haven't seen the news lately.
What I was saying wasn't about what was going on in the real world, I was focusing solely on the pages of Marvel. It's not all about symbolism, Marvel's selling comic books and they know how to tap into emotional investment so people will buy it.
There are still major differences between real minorities and mutants in Marvel. I don't think you'd be so casual with mutant super-villains if they were in our reality, it's one thing to see a comic page of super-villain committing a large scale terrorist attack it's another for the citizens living in Marvel itself. If anything Marvel's holding back the realism of what the villains do with the trauma they create, Marvel can't afford comics to get too depressing and hopeless.

Most of O*N*E, SHIELD and general Marvel Universe Government forces are rotten in the comics. Val was the exception alongside a few others. The rest of them were mass producing Sentinels, vaccines or shooting at innocent mutants when their powers manifested.
And the New Tian/HYDRA situation was more complicated than you're making it seem.
-
New Tian was never made to last, it was simply postponing the fight. That was made clear from the first moment.
It would account to thousands of deaths instead of just xavier if that actually resulted in something except for collateral though.
The alternative is hope saved them before they died, or revived them, but focused primarily on the non-combatants or innocents.
This we will never know because AvX never shows any people actually being killed by DarkPhoenix!Cyclops or being brought from the dead by Hope.
But even if they had been killed in the fires, how is Scott Summers in the right state of mind responsible for that? Are we going to blame X-23 for killing people when someone releases the scent that makes her kill people? I mean basically Tony Stark accidentally drugged Cyclops and the other P5 with the Phoenix Force. A force of destruction and rebirth which almost nobody in the Marvel world would be able to resist if they had thrust it upon them.

Excalibur worked with the police. Kitty Pryde and Rachel Summers were talking with this cop before he was killed.
yeah in Claremont/Davis run in 2004 Uncanny. Logan and Kurt tried to worked with the police responding a mutant crisis, Kurt even show his badge and it get thrown back in his face by the officer who made his racist views obvious. They had no choice but to take matters into their own hands go inside the burning building and well Logan was hurt by the mutant and when the police found the wounded Logan, they assume he was a threat and beat him and arrested him and Kurt a second later, the mutant kid didnt make it and it took Carol Danvers as Ms Marvel to diffuse the situation and had the cops let both Logan and Kurt go, although you do see the hostile chief get chewed out in the background.
Yep, UXM #445. That's exactly what I wanted to post.

Don't really keep track of the non-important background characters but the detective in the recent Wolverine series is a good cop.
Someone also mentioned the flatscan guy Dani was working with in New Mutants vol. 2.

I'm not from the United States, out of curiosity. Are CIA agents considered cops?
