Esdeath from Akame Ga Kill uses ice magic to "freeze" time.
She can also do stuff like manifest a continent sized blizzard of death and create entire armies of soldiers made out of ice.

Also to answer the OP, 8-bit theatre is acting up for me, but Red Mage had a spell called Ice-9 that would apparently freeze everything in the Universe. He cast it into a pocket dimension and it froze everything in the whole dimension.

Translates as "Snow Princess," it's just another alias she's adopted over time. Also I wasn't sure on the spelling of her surname (MacDowell vs McDowell) so I went with the one I knew.

I also thought of this. I recall from his notes on developing it Red Mage theorised the spell would only have a purpose if it could it be fired at a hostile neighbouring universe.
