I believe the oldest he has been in comic books was Twenty years old, during the FUTURE'S END DC event. Other than that it has been 16 y/o.
He was fifteen in Roy Thomas and Tom Mandrake’s [B][I]SHAZAM -THE NEW BEGINNING.[/I][/B]
Is it that Billy does not age since getting his powers or just that the writers want to keep him a teenager?
He was an adult in Kingdom Come

By the time the DCU rebooted, he was about seventeen. He was sixteen during Johns JSA run, in which he had some flirting going on with Stargirl.
Overall, Billy was usually stuck at the same age as the youngest DCU heroes: he was about Jason Todd's age by the time of COIE, and then got de-aged to be around the YJ crew, who were all about 13 or 14 by the time of their first adventures. By the time Flashpoint hit, they were all bordering eighteen.
He's 16 currently - it's been one year since Billy was fostered and he and his foster family got their powers, and he was said to be 15 in the original New 52 JL backups.
Kingdom Come is the only significant appearance of an adult Billy I can think of.

In the 70's TV show the kid playing him was in his early 20 I believe.
