DDC is meant to be standalone, that’s why it’s set “in the future”. Johns isn’t spending his time worrying about whether everything lines up perfectly with current continuity. The goal here is for a new reader to pick this up and be able to read it having only read Watchmen.

You also need a good knowledge of who and what the JSA is. As someone who isn't really familiar with them at all, and who learns everything by reading up on them afterwards, I'm always really confused at first anytime something revolving them shows up in the story, which is a lot (and they're one of the central pieces of the puzzle, so makes sense, but it isn't strictly "Pure Watchmen Accessible")

Rohan did get there only after Gondor got knocked around pretty good but they did get there.
