Definitely the Mandarin. His childhood of being raised to be a super-soldier by a cruel aunt. His Christopher Columbus-like wandering and exploitation of the natives around the alien resources he found. It would be like a blend of The Penguin and X-23.

Honestly, Loki. He has a lot of potential for a gothic, fantasy movie.
That being said, I wouldn't trust Marvel to be able to make it "Joker" level good. I'd imagine it would be more spectacle.
