Cyclops got the phoenix to himself in secret wars. I think it counts as a legit host and not an accidental one.
I do agree that a story over the white hot room will be something I'll pick.

They weren't ressurected. The wire's in their bodies animated them. The Phoenix gave them a paint job. Only Celeste was a host.
The idea of Warsong depicted how out of 5 genetically identical individuals only one could host the PF and that was down to personality.

Well at the start Vulcan let himself in he ripped the Phoenix out of the Phoenix Corps and murdered them that included Phoenix Quentin. Then the story ended with both of them in the WRH.
Vulcans able to manipulate all types of energy even energy we don't understand. Like magic or old energy.
Also it's not like there's a door. The WHR was Jamie Braddock's play pen
maybe marvel can make a one shot of the white hot room to explan it.Since the Phoenix force is big again
