Except for the New52 reboot and psychotification of Riddler, he would be on the list with Selina and Ivy there.

On an in-universe threat-level Ra's is probably second to Joker as far as batman's most dangerous enemy, with Bane neck-and-neck for that title.
As far as popularity is concerned, I think it's a hard tie between the Sirens, Two-Face, Riddler, and Penguin for that spot but I think Two-Face and Riddler are neck-and-neck in the lead.

I don't know if this thread is about most deadly or most visible.
So I will go with visible and choose Penguin.
Gotham is Batman's home
and Penguin is the paint that seeps into
every nook and cranny.

Catwoman is probably #2 if we count her as a villain.

It's really hard with Two-Face vs Ra's because there's so many different factors you could factor in. Very close.
Bane's stock has gone up, I thought King really reinvigorated him. Dixon is of course doing great with Bane now.
I'm slowly starting to see more I like from Riddler, but it will take me reading the War of Jokes and Riddles softcovers to really see where I think he's at right now.

Well I hope Dixon doesn't literally kill Bane because the character in Conquest is a shadow of his true .self. Too weak, too shallow and not really intellectual

In terms of sheer firepower the #2 has to go to Ra's / Bane but in my head its
#2 Riddler/Penguin/Two-Face/Scarecrow
the smartest criminal/the biggest mob boss/ the brother in arms turned traitor/fear itself

I'm glad to see Ra's getting the votes he deserves; the scale he operates on is so much grander than any of Batman's other villains. The others are all classic characters, but Ra's ambition and Batman's connection to Talia puts him on another level.
