They could have told that story in 4 issues.
Rosenbergs story was going to be told in Astonsojinh X-Men. Marvel wanted him to tell a bigger story in as the headliner. That was an editorial decision.

A variant + return of Emma did boost the sales, #20 saw things back to normal.
No wonder Marvel cancelled everything x-related for Hickman. The only thing that seems to sell other than UXM is Wolverine related or done by Rob Liefeld.

It is weird, I usually love when Wolverine and Cyclops beat everybody else on the X-men but I'm not happy with the other books sales, that can't be good to the franchice.
This was an overal loss sadly.

Issue #1 of HoX and PoX will probably be in the top 10. After that depending on the story. Some people may collect all 6 of the two groups simply to have a complete collected set of the 6 issue series.
I actually never count in these numbers. I have a Marvel Unlimited account and I buy some of the stuff I don't want to wait 6 to 8 months to see for free. I picked up most of X-Force hoping Rachel would get some agency eventually, and I picked up the Uncanny issues after Emma came back.

I don't remember any other big launches this month so it should manage to get the top position. I'll guess 200K or more in sales.
Last July Batman 50 was #1 with 440K followed by Spider-Man 1 with 289K. Not sure if HOX 1 will manage that much with "only" 20 variants, depends on how well the hype has worked. Would be nice with 500+K.
