That’s why they showed that panel in the first place. Cebulski said it was an “all-encompassing” mutant title and every X-Men there would show up. Then they went on to show the first cover.

At this point I feel like this is going into something close to a semantics argument.
My impression of the slide was that Marvel wanted to give people a general impression of their plans. Not "We listed these characters cause we're gonna use them," but "This is to give you an idea of the scope - that we're not just using one set of characters, we're gonna rotate and use a bunch of them." If Cebulski said they're using every mutant on the slide, then obviously I was wrong, and thanks for informing me about something I was ignorant on.

houndsofluv said Hickman, and Tycon said Cebulski, outright said everyone on the slide will appear. No sources given by them, but I'll trust their word on it. If that confirmation didn't exist though, I'd still be sticking to expecting that the slide was only to get across a concept rather than confirming future use.
