Did they ever appear again after their five-issue run in 1997 and a couple of guest appearances elsewhere?

That explains everything. I think this book can also be an example of how vested interests at DC wanted to preserve the status quo from Armaggedon 2001 (until most of these vested interests left or got fired).

Could you elaborate a bit more please? Who's Kevin Dooley?
He is the editor behind Emerald Twilight and pretty much the person that oversaw the Kyle era under Marz. You can see the similarities: relaunching a pre-existing property with new characters routine here.
Armaggedon 2001 was written/edited by Denny O'Neil and Archie Goodwin, two very influential editors at DC.
