I'd say they are roughly equal in intelligence.
I'm not sure that it matters. Otto was clearly the better scientist. he's a more serious individual, in general. so he's able to better utilize the intelligence that he does have. Parker could be the smartest guy on the planet and still come across as an underdog slacker.

A valid point to consider given the question.
Peter can learn things faster and think quicker on his feet, but Otto is far more a pure sceintist.
Otto has been handled as a genius in every appearance since his creation whereas with Peter it depends on the writer. Otto also cured Peter of a poison when no one else could.
Peter is explicitly more intelligent. Doc Ock even admitted so himself, not to mentioned Peter casually beating him in a battle of the minds in ASM 600, plus Doc Ock being unable to solve the Wakandan Calculus equation in like 10 minutes, despite Peter being able to come up with it in a few seconds while being attacked. Heck, Peter outsmarted Doc Ock when he was 15 years old. Though of course, Peter does slack off quite a bit (due to lazy writers mainly).

Seriously, Otto is portrayed as smarter based on his consistency and dedication to the science field. He stays studying and applying his craft; it oftentimes aids his criminal activities. Peter goes in and out the field; the old axiom "if you don't use it you lose it" applies to Peter. He's portrayed more like someone who is quick to regain his knowledge, like riding a bike, but the more complex the area is, the longer it could take to grasp.
Otto is someone who studies and applies so consistently, he can create more readily. Peter may be able to create some things, but at a much lower level to Otto; he's the type to take something Otto creates, could reverse-engineer it to see how it works and probably manipulate or alter it to suit his needs, but not actually create an "Otto work" to begin with.

This is straight up wrong - actually, Doc Ock is the one who has copied Peter's tech more often than the other way around (ex. the Octo-Tracer in "Origin of the Species", pretty much Doc Ock's entire plan in "Ends of the Earth", using Peter's Spider-Tech in "Superior Spider-Man", etc.). Besides, Peter's best inventions and scientific achievements are way way way above Ock's capabilities.

I was just about to say, Ock straight up says in #600 that Peter is technically smarter than him. It's just Peter doesn't tend to use or exploit his smarts as much, unless its creating new gadgets to use as Spider-Man. He's also far less focused in general, and doesn't tend to always think about what exactly he's doing.

Ock is the type of ego that would say something like that even if isn't actually correct. The only way he can wrap his mind around someone always beating him HAS to be due to the opponent being superior in mind (vice being determined, physically skilled, or other criteria that may contribute to his losses).

Umm... what? This is straight up the opposite. In fact, Doc Ock admitting Peter is smarter than him is even more impressive since he doesn't say that lightly. Like he definitely doesn't think Tony Stark or Hank Pym are smarter than he is.
EDIT: Actually, does anyone have any idea what Otto's most impressive intelligence feat is? I'm honestly interested in finding out, to see how it compares to Peter's best intelligence feats. As a fan of both, AFAIK, Peter's best feats are way above Otto's, though I may be wrong. The only reason people could possibly have to think Peter is less intelligent is because Peter doesn't bring up his "superior mind" every second sentence, while the most used word in Ock's vocabulary is Superior.
