Wonder Woman Villain: How would you fix Greg Trevor?

Evil older brother of Steve Trevor, Greg is a spy for 'The Organization' who went and created a fake spy organization called 'U.N.R.E.S.T' the 'United Nationals for Revelation of Essential Secret Technologies' to pin the blame on. He had access to all of this spy technology he stole from the spy organization he worked for and he both hated his brother and wanted to destroy superheroes because he was jealous of their fame and popularity.

I feel like he has potential but im not sure how one would go about it.

I'm all for anything that gives Steve a storyline separate and apart from Wonder Woman. This sounds like it could be ideal.

I say he works for a big bad who promises him he'll be rich if he joins them.

Hmmmm... I might hook him up with Saturna and make him part of the Crimson Men. Or if Doctor Cyber ever gets a biorobotic body back and starts an evil cabal, I might make him one of her lieutenants.
