In the muntante culture that they are forming, superhero uniforms are normal clothes. If you think about it, many articles of clothing we wear today have military origins, such as ties.
And besides, if they are made of unstable molecules, they must be much more comfortable than any human clothing.

It is cultural, not an order.
In theory, artust can put characters in old suits to rotate, as Hickman said and could be seen in X-Men / 4F or Magneto in X-Men but you can't force artists and writers to vary artificially either.
Let me just say that I am really happy that this development is being acknowledged! Franklin decked out in Xmen colors just bring a smile to my face.
