They never meant it like that. House of M's reality was still created by Wanda. Doom was blamed as in that he manipulated Wanda and gave her the life force to corrupt her and drive her mad and hope she would destroy the Avengers on the inside.

Back when Pietro and Crystal had Luna, it was noted that the mists had no effect at all on mutants like Pietro, and that Pietro and Crystals mutant and inhuman genes had somehow cancelled each other out and that Luna couldn't be exposed to the mists, since they were fatal to humans, like her.
Obviously that's twelve retcons ago. Now terrigen is harmless to humans, fatal to mutants, Luna has been misted and is an Inhuman, and Pietro is no longer a mutant. (And Wolverine has gone from being a dude with super-speed and claws that came off with his gauntlets, to a noseless member of a race called Lupines, to a centuries old mutant, and Nightcrawler has become Mystiques son by the devil, become the Pope, died, and been resurrected as a pile of demon-maggots, so, really, the Inhumans have gotten off light, retcon-wise.)
I can't blame Black Bolt for not knowing what [I]the darn writers couldn't even keep straight[/I]. They've got one job, and can't be bothered to get it right. He's got a kingdom to run.
