That is true. Now remember reading the chapters on a weekly basis.
IIRC, when it comes to the Espada Kubo was initially only going to focus on Grimmjow and Ulquiorra. But fans responded so positively to the designs of the other members that the editors asked him to give all of them some focus and at least one cool fight.
And say what you will about the writing for Bleach... and there's a lot to say, I will not deny that no matter how much I love the series :p... but Kubo can absolutely nail character interactions, Gin and Aizen's silent mutual understanding that they're eventually going to stab one another but not letting that get in the way of their work is a good example of that.
Quite apart from the other factors, I still think that Ichigo as protagonist is one of the biggest issues with Bleach. He's not a... bad character exactly, but he just doesn't integrate with the story very well. Which is somewhat impressive given how much of it turns around him. Rereading the Sternritter arc, I was genuinely surprised at how little screentime he actually has in favour of Kubo getting to play around with characters he clearly enjoys a lot more.

Don't forget the focus on the Shinigami over Ichigo's friends (along with the dragging out of the whole Arrancar/Aizen arc). This isn't to say Kubo shouldn't get any blame for the downfall of Bleach, but the Jump editors, forced him into a position that exposed his weaknesses and undermined his strengths (thus damaging the long term success of Bleach), for the sake of short term gain.

I think he means more like Orihime, Chad and Uryu.
Though, I was always surprised that Tatsuki never got to do more.
EDIT: Heh, I just remembered that there were rumors about Mizuiro being Isshin's vice-captain at one point.

From what I understand Kubo's intent was for the story to focus on Ichigo and his friends battling supernatural threats and for the Shinigami to mostly be a background element. But the Shinigami's popularity cause the editors to demand that Kubo put more focus on them.
Kubo was a lot better the urban fantasy stuff than he was at the attempts at epic story arcs, so I could see a more team Ichigo centric version of the story being better.

Apparently the whole group were meant to get powers but, that got cut in favour of getting to the Soul Society and Shinigami stuff faster faster.

All signs point to yes. He's hinted at in the flashback but we haven't seen or heard from him just yet.
What's really interesting is that we get to see a younger Zordon in the flesh and he was apparently friends with Rita's mom.
Also, Rita's name means 'Order To The Universe.'
