The same reason sex changes were still incredibly difficult miraculous magic in the year 3000, in Camelot 3000, why J Jonah Jameson isn't rotting in jail or shamed publicly forever in every Spider-Man world ever, and other real-life fixes get ignored: artificially perpetuating "classic" drama.
It is, in the DC context, easier and more reasonable for Lex to clone himself and transfer his mind into a Lex with hair. Or, where silly wigs that will inevitably threaten to slip.

Since Chucky is suppose to become more human that the original movie explicitly states the longer he's in the doll then logic dictates he shouldn't have survived being burned to death, shot repeatedly,
Also he's brought back to life twice after long periods of time, instantly heals from a knife wound, a gun shot doesn't hurt him in the 2nd one, along with continues to move after his lower half was removed.
I wonder what the explanation from the writer for utterely assinine feats that undeniably go against it's logic of he becomes more human the longer he's in the doll. I would love to hear it.

The presence that animates the Trucks always intended to wipe out humanity. It just needed some temporary slaves until this was done.
Chuck does become more vulnerable over time. He's never killed until he becomes more human, because of course as a doll he'd be unkillable. As far as I can tell he's never become totally human, though, so he can survive things that would kill a human.
